How large are the holes through it? If the holes match the primer size, it could be parts of a priming system.
Or maybe powder charging.

What else was in the reloading lot it came with ? Might be a hint of what it goes to in the other items.
Without seeing how the individual parts move, and interact with each other, my guess is going to be a bullet transfer. Bullets would be loaded into a tube, the tube placed in the blind hole, and the device would move them over where the top punch pushes them into the case.
At least that's my guess.

Hole is big enough for 357 or 45 casing to go through. Has what seems like bullet lube on it or heavy grease. Like it has been feeding lead bullets. Came in a star reloader parts package I bought this weekend. Cant find anywhere it would fit a star press though.
I was going to say Star case feeder or something like that... it has some similarities to a Hulme case-feeder but not exactly. A star bullet feeder would be very interesting.
