I use them "as is". If you are drawing them multiple times annealing may be in order. I am no metallurgist.

No need to anneal unless you are drawing them down to a smaller diameter. However you can make the cores and then melt the lead in the jackets (a small amount of tin in the mix helps) to make bonded core bullets. 22lr cases (and other brass cases used to make jackets) are annealed to aid in the point forming step.
It seems that as is is the way to go.
