Did Lyman/Ideal ever make a tool for the 25 20 single shot?
Both #3s and #4s were made for .25-20 SS.
Anyone know what die #28 fits?

One of my good sources -- great people! -- is Cornell Publications -- https://cornellpubs.com/?s=Ideal+%233 -- who offer a zillion ;) copies of all sorts of gun-related publications from ~1850 on to present. The paper is good, printing is clear, and while not giveaway pricing, imho, well worth the value. You may wish to check it out... I got the booklet for my Ideal and it truly was worth the bucks.

These are of some help. Also pick up all of the Lyman load books you can find #40 and older . The older ones had the die set parts listed with the loads for each caliber.
